Open the ".ImageAnnotator.xml" file from the file system using the Wordpad.exe and remove the offending tag. The .ImageAnnotator.xml file is located within "Documents and Settings\<UserName>\Your Documents\.ImageAnnotator.xml".

Please not the dot in as the first letter of the .ImageAnnotator.xml file name. You might switch Your windows explorer to show system files, because it interpretes files beginning with a dot as system files.

General solutions will be checked.
